Permit "Alcohol and Tobacco Trader"


Are you a trader in alcohol or tobacco? Then you must apply for the new unified permit “Alcohol and Tobacco Trader” between 1 May 1 and 31 October 2025. All existing permits will expire on 1 November 2025.
One new permit to replace three existing permits from 1 May 2025:
  • The permit "Ethyl Alcohol and Alcoholic Beverages - Trader"
  • The professional declaration "108" for traders in tobacco products that have already been released for consumption in Belgium (and the corresponding "109")
  • The professional declaration "108" for traders in raw tobacco

This change aims to facilitate compliance with legal requirements and to simplify the registration process with the General Administration of Customs and Excise..

Who requires an "Alcohol and tobacco trader" permit?

The new unified license is mandatory for traders dealing in:
  • Ethyl alcohol and/or alcoholic beverages on which excise duties have already been paid in Belgium
  • Tobacco products on which excise duties have already been paid in Belgium and which are marked with a fiscal label. "Tobacco products" include:

    - Cigarettes, cigars, smoking tobacco-rolling tobacco, blunts, pipe tobacco - water pipe tobacco and
       cannabis-based products.
    - Equivalent products such as heated tobacco products (not yet permitted) and e-liquids
  • Raw tobacco: unmanufactured tobacco

How to apply for the new permit?


All applications are processed via MyMinFin. The permit can only be requested digitally via the MyMinFin portal.
